تحلیل پویای اثرات اقتصادی سیاست قیمتی گندم در ایران: کاربرد روش خودرگرسیون کوانتیل سانسورشده

چکیده

پژوهش حاضر، به تحلیل پویای اثرات سیاست‌های حمایت قیمتی گندم در ایران پرداخته است، با تمرکز بر تأثیر این سیاست‌ها بر نوسانات قیمت بازار، هدف اصلی، ارزیابی کارایی سیاست‌های قیمت تضمینی در کاهش نوسانات قیمت و تأثیرات بلندمدت آن بر بازار گندم است. در این پژوهش، با استفاده از مدل خودرگرسیون کوانتیل سانسور شده ( CQAR) و داده‌های فصلی قیمت گندم (از سال ۱۳۶۸ تا ۱۴۰۳)، تأثیر سیاست‌های حمایتی بر توزیع قیمت‌ها در کوتاه‌مدت و بلندمدت بررسی شد. همچنین، از روش‌های شبیه‌سازی «مونت کارلو» برای پیش‌بینی اثرات سناریوهای مختلف حمایت قیمتی استفاده گردید. نتایج نشان‌داد که سیاست حمایت قیمتی به‌طور معناداری، به‌ویژه در چندک‌های پایین توزیع قیمت نوسانات قیمت را کاهش داده است. مداخلۀ دولت از طریق خرید تضمینی و ذخیره‌سازی، اثرات پویایی بر قیمت دارد. در کوتاه‌مدت از کاهش شدید قیمت جلوگیری می‌کند، اما آزادسازی ذخایر در بلندمدت فشار نزولی بر قیمت وارد می‌نماید. سناریوهای حمایت قیمتی بالاتر (مانند ۱۲%)، نوسانات را بیشتر کاهش می‌دهند، اما هزینه‌های مالی سنگینی برای دولت به‌همراه دارند. سیاست‌های فعلی حمایت قیمتی در تثبیت بازار گندم مؤثر بوده‌اند، اما نیاز به بازنگری دارند تا بین حمایت از کشاورزان و پایداری مالی دولت تعادل ایجاد شود. تمرکز حمایت‌ها بر کشاورزان و تنظیم قیمت‌های تضمینی بر اساس هزینه‌های واقعی تولید، ایجاد سیستم پویای پایش قیمت و عرضه برای پاسخ‌‌گویی به نوسانات داخلی و جهانی پیشنهاد می‌گردد. در نهایت، این مطالعه نشان می‌دهد که سیاست‌های حمایت قیمتی باید با رویکردی پویا و مبتنی‌بر داده‌ها طراحی شوند تا هم‌زمان امنیت غذایی و رفاه کشاورزان را تأمین کنند.

this study investigates the dynamic effects of wheat price support policies in Iran, with a specific focus on their impact on market price fluctuations. The primary objective is to assess the effectiveness of guaranteed price policies in stabilizing wheat prices and their long-term consequences for the wheat market. Employing a Censored Quintile Autoregressive (CQAR) model and comprehensive wheat price data spanning 1989 to 2024 (1368-1403 Persian calendar), this research examines how support policies influence price distribution in both short and long terms. The study also utilizes Monte Carlo simulation techniques to evaluate different price support scenarios findings reveal that price support policies significantly mitigate price volatility, particularly in lower quintiles (0.1 and 0.3) of the price distribution, government interventions through guaranteed purchases and strategic reserves demonstrate dynamic effects: Short-term, Prevent sharp price declines. Long-term: Create downward pressure when releasing reserves. More aggressive support scenarios (e.g., 12% price supports) achieve greater stability but at significantly higher fiscal costs. While current policies have successfully stabilized Iran’s wheat market, the study recommends policy revisions to better balance agricultural support with fiscal sustainability. Critical recommendations include precision targeting of support measures toward vulnerable farmers, Cost-based pricing that reflects actual production expenses advanced monitoring systems to track domestic and international market dynamics. The research concludes that data-driven, adaptive price support mechanisms are essential for simultaneously achieving food security objectives and safeguarding farmer welfare.
