First, in the context of Leontief quantity model, each sector has two tasks: satisfying its direct and indirect final demand and also intermediate needs of other economic sectors. Many researchers observe that the sum of these leads to double counting. Second, the output of sectors is not an appropriate criterion for economic growth and welfare. To address these shortcomings, “product-to-product” approach is used, rooted in the theoretical basis of Serrafa’s production system. Pasinetti modified it as a vertical integration of production in the form of Leontief’s input-output model as an alternative method for assessing the importance of sectors. In this paper, we use this approach to answer following question, “The service sector, which has a 83% share of GDP in the city of Tehran, how much potentially does it generate indirect value added in other economic sector”? The input-output table of Tehran city which has recently been calculated as a research plan is used to quantitatively analysis of the posed question. The overall findings indicate that: first, the vertical integration index of service sector is only 0.04 units, which means that it generates only 4 units of indirect value added in the other economic sectors. Second, the vertical integration indices of four sectors of distribution services, productive services, social services and personal services are 0.08, 0.08, 0.46 and 0.40, respectively, all of them are less than 1 unit.}, keywords = {Vertical Integration Index,Indirect Value Added,Product-to-Product Approach}, title_fa = {سنجش شاخص یکپارچگی عمودی ارزش‌افزوده غیرمستقیم بخش‌های اقتصادی شهرستان تهران}, abstract_fa = {در این مقاله نشان می‌دهیم که معیار ستانده بخش‌های مختلف اقتصادی در سنجش اهمیت بخش‌ها برای سیاست‌گذاری و برنامه‌ریزی مناسب نیست. نخست آنکه در چارچوب مدل مقداری لئونتیف، هر بخش اقتصادی دو وظیفه دارد: تأمین مستقیم و غیرمستقیم تقاضای نهایی خود و تولید سایر بخش‌های اقتصادی. به عقیده بسیاری از پژوهشگران، مجموع این دو، لغزش احتساب مضاعف را دامن می‌زند. دوم آنکه ستانده (تولید ناخالص) بخش‌ها، ملاک مناسبی برای رشد و رفاه جامعه به شمار نمی‌رود. برای رفع این دو نقیصه، رویکرد تولید به تولید استفاده می‌شود که ریشه در پایه نظری نظام تولیدی پیرو سرافا دارد و پاسینیتی آن را به شکل یکپارچگی عمودی تولید در قالب الگوی داده-ستانده لئونتیف به‌عنوان روش بدیل در سنجش اهمیت بخش‌ها معرفی می‌کند. رویکرد مذکور حول یک ‌سؤال زیر مبنای تحلیل اقتصاد شهرستان تهران قرار می‌گیرد. «ارزش‌افزوده بخش خدمات که حدود 83 درصد GDP شهرستان تهران را تشکیل می‌دهد به‌طور بالقوه چه میزان ارزش‌افزوده غیرمستقیم در سایر بخش‌های اقتصاد ایجاد می‌کند؟». برای این منظور جدول داده-ستانده سال 1393 شهرستان تهران که به‌تازگی در قالب یک طرح پژوهشی محاسبه‌شده است، مبنای تحلیل کمی سؤال مطرح شده قرار می‌گیرد. یافته‌ها حاکی از آن است که اولاً شاخص یکپارچگی عمودی بخش خدمات صرفاً 04/0 واحد است و بخش مذکور به ازای هر 100 واحد ارزش‌افزوده اصلی خود، 4 واحد ارزش‌افزوده غیرمستقیم در سایر بخش‌های اقتصادی ایجاد می‌کند. ثانیاً شاخص‌های یکپارچگی بخش‌های چهارگانه خدمات توزیعی، تولیدی، اجتماعی و شخصی به‌ترتیب 08/0، 08/0، 46/0 و 40/0 است که همگی کمتر از واحد هستند.}, keywords_fa = {یکپارچگی عمودی,ارزش‌افزوده غیرمستقیم,رویکرد تولید به تولید}, url = {https://aes.basu.ac.ir/article_3310.html}, eprint = {https://aes.basu.ac.ir/article_3310_5a0bc9c7644668e4062cc7097564f5d1.pdf} }
